环保检查监测项目服务采购公告

联合能源达克鞳电力有限公司（以下简称“采购人”或“达克鞳公司”） 是一家在缅甸联邦共和国注册的公司，由云南省能源集团联合缅方合作伙伴共同投资设立。公司主要负责缅甸仰光达克鞳（Thaketa）燃气蒸汽联合循环电厂的建设、运营管理，公司致力于为缅甸仰光地区提供稳定、可靠的电力供应，并严格遵守缅甸相关法律法规，按照高标准规范公司治理。

现拟开展2026年度环保检查监测项目服务采购，本次采购以公开询比的方式开展，具体事项如下：

一、项目概况

（一）项目名称：联合能源达克鞳电力有限公司2026年度环保检查监测项目

（二）采购范围：根据项目ESIA许可及相关环境管理要求，开展2026年度环保检查、监测及环境评估工作，编制两期环境评估及监测报告。具体工作内容详见第五章。

（三）服务期限：原则上自合同生效之日起至第二期环境评估及监测报告提交并经采购人确认之日止；如因采购人配合、现场运行安排或主管部门要求导致进度调整，双方协商确定。

（四）项目地点：缅甸仰光达克鞳电厂项目现场及供应商开展相关资料分析、报告编制所需地点。

（五）采购预算（最高限价）：MMK80,000,000。供应商的报价不得高于采购预算，超过采购预算的报价为无效报价。

二、供应商资质要求

（一）供应商应为依法设立并能够独立承担民事责任的法人或其他组织，具有有效的营业执照、商业登记或其他合法经营凭证。

（二）供应商应具备开展环境评估、环境监测、环境咨询或相关环保技术服务的合法资质/许可或相应专业能力，并能够满足缅甸项目所在地相关法律法规及主管部门要求。

（三）供应商应经营状况良好，具有良好的商业信誉和履约能力；近三年无严重违法违规、重大失信或严重违约记录。

（四）供应商近三年具有类似环境评估、环境监测或环保咨询项目业绩，并能够提供合同或其他有效证明材料。

（五）项目负责人及主要技术人员应具有与本项目相适应的环境、监测、评估或相关专业背景和项目经验。

（六）供应商不得与本项目其他供应商的单位负责人为同一人或存在直接控股、管理关系。

（七）本项目不接受联合体参与。

三、报价要求

（一）报价为完成本项目全部工作所需费用的含税包干价，应包含人工、现场工作、采样/监测、资料收集、分析、报告编制、差旅、交通、税费及其他完成合同工作所需的全部费用。

（二）报价以缅甸元（MMK）计价，供应商应填报含税包干总价。

（三）供应商应充分考虑项目实施期间可能发生的成本及风险，除合同约定的情形外，不得以任何理由增加项目费用。

（四）报价有效期：自报价文件递交截止之日起90日。

四、采购文件的获取

采购文件随公告在“***平台”发布，不再另行线下提供纸质采购文件，凡有意参与者可在本公告期内自行查看和下载（http://****.cn），并于2026年9月17日16时00分（缅甸时间）前以电子邮件形式确认是否参加本次采购活动（确认函格式见公告附件），同时需将盖章后的确认函扫描件发送至联合能源达克鞳电力有限公司电子邮箱ue****@****.com和清廉监督员邮箱 wa****@****.com。在本公告规定的时间内未按上述要求发送电子邮件至指定邮箱者，不得参加本项目报价。

五、报价文件的递交

（一）报价文件递交的截止时间为：2026年9月21日16时00分（缅甸时间）。报价文件应在截止时间前发送至联合能源达克鞳电力有限公司指定电子邮箱：ue****@****.com。和清廉监督员邮箱 wa****@****.com，以确认参与。未在规定时限内提交确认邮件的供应商将失去参与资格。以采购人邮箱系统显示的邮件接收时间为准，逾期发送的报价文件不予受理。联系人：李老师，联系电话：0095-9788465866。

（二）供应商应将签字盖章齐全的报价文件扫描件（PDF格式）及可编辑电子版（Word格式）作为邮件附件发送至指定邮箱。邮件主题建议统一注明：“2026年度环保检查监测项目+供应商名称+报价文件”。

（三）供应商应确保邮件及附件能够正常接收和打开，并对所发送报价文件的完整性、真实性及有效性负责。报价文件发送后，如需更正或补充，应在递交截止时间前重新发送完整报价文件，并在邮件主题中注明“最终报价文件”；以截止时间前最后一次完整发送的报价文件为准。

六、其他相关事宜

（一）本次评审以供应商在规定时间内发送至指定邮箱的电子报价文件为依据。

（二）如果供应 商未能在规定时间提交材料，视为放弃参与此次采购。

（三）供应商参与此次采购的费用自理。

（四）其他未尽事宜请及时联系。

REQUEST FOR QUOTATIONS （RFQ）ANNOUNCEMENT

The 2026 Environmental Inspection and Monitoring Project

U Energy Thaketa Power Company Limited (hereinafter referred to as the "Purchaser" or "U ENERGY"), a company incorporated under the laws of the Republic of the Union of Myanmar, is a joint venture investment between Yunnan Energy Investment Group and its Myanmar partners. U ENERGY is primarily responsible for the construction, operation, and management of the Thaketa Combined Cycle Gas Turbine (CCGT) Power Plant in Yangon, Myanmar. The company is committed to supplying stable and reliable electricity to the Yangon region while strictly complying with the applicable laws and regulations of Myanmar and maintaining high standards of corporate governance.

The Purchaser intends to conduct the procurement of the 2026 Environmental Inspection and Monitoring Project through a public Request for Quotations (RFQ) process. The details are as follows:

I. Project Overview

(I) Project Name

2026 Environmental Inspection and Monitoring Project of U Energy Thaketa Power Company Limited

(II) Scope of Procurement

In accordance with the ESIA approval requirements of the Project and relevant environmental management requirements, the Supplier shall carry out environmental inspection, monitoring and environmental assessment activities for 2026 and prepare two environmental assessment and monitoring reports. The detailed scope of work is set out in Chapter 5.

(III) Service Period

In principle, the service period shall commence from the effective date of the Contract and end on the date when the second environmental assessment and monitoring report is submitted and confirmed by the Purchaser.

If the schedule needs to be adjusted due to the Purchaser's cooperation, site operation arrangements, or requirements of the competent authorities, the parties shall determine the revised schedule through mutual consultation.

(IV) Project Location

The Thaketa Power Plant Project site in Yangon, Myanmar, and other locations where the Supplier needs to conduct relevant data analysis and prepare reports.

(V) Procurement Budget (Maximum Price)

MMK 80,000,000

The Supplier's quotation shall not exceed the procurement budget. Any quotation exceeding the procurement budget shall be deemed an invalid quotation.

II. Qualification Requirements for Suppliers

(I)The Supplier shall be a legally established legal person or other organization capable of independently assuming civil liability, and shall possess a valid business license, commercial registration certificate, or other legally valid certificate of business operation.

(II)The Supplier shall possess the legally required qualifications/licenses or corresponding professional capabilities to conduct environmental assessment, environmental monitoring, environmental consulting, or other related environmental protection technical services, and shall be capable of meeting the applicable laws and regulations and requirements of the competent authorities in the location of the Myanmar Project.

(III)The Supplier shall be in good operating condition and have a good commercial reputation and proven contract performance capability. The Supplier shall have no record of serious violations of laws or regulations, major credit-related violations, or serious contractual defaults during the past three years.

(IV)The Supplier shall have relevant experience in similar environmental assessment, environmental monitoring, or environmental consulting projects during the past three years and shall be able to provide contracts or other valid supporting documents.

(V)The Project Manager and key technical personnel shall possess relevant professional backgrounds and project experience in environmental protection, monitoring, assessment, or related fields appropriate to the requirements of this Project.

(VI)The Supplier shall not have the same person as the person in charge of any other Supplier participating in this Project, nor shall there be any direct controlling or management relationship between them.

(VII)Consortium participation is not permitted for this Project.

III. Quotation Requirements

(I)The quotation shall be a tax-inclusive lump-sum price covering all costs required to complete the entire scope of work under this Project, including, but not limited to, labor, site work, sampling/monitoring, data collection, analysis, report preparation, travel, transportation, taxes and all other expenses necessary for the performance of the Contract.

(II)The quotation shall be denominated in Myanmar Kyat (MMK), and the Supplier shall provide a tax-inclusive lump-sum total price.

(III)The Supplier shall fully consider all costs and risks that may arise during the implementation of the Project. Except for circumstances expressly stipulated in the Contract, no additional project costs shall be claimed for any reason.

(IV) Quotation Validity Period:The quotation shall remain valid for 90 days from the deadline for submission of the Quotation Documents.

IV. Obtaining the Procurement Documents

The RFQ documents are published alongside this notice on the Yunnan Energy Investment Group Procurement Platform (http://****.cn No physical paper documents will be distributed offline.

Interested Suppliers shall confirm in writing whether they intend to participate in this procurement activity before 16:00 on September 17th, 2026 (Myanmar Time). The confirmation letter shall be prepared in accordance with the format provided in the attachment to this Announcement.

The stamped electronic copy of the Confirmation Letter shall also be sent to the designated email address of U Energy Thaketa Power Company Limited: ue****@****.com

A copy shall also be sent to the Compliance Supervisor’s email address:

Suppliers failing to submit the confirmation email within the specified deadline will be ineligible to participate.

V. Submission of Quotation Documents

(I)The deadline for submission of the Quotation Documents is 16:00 on September 21th, 2026(Myanmar Time) .

The Quotation Documents shall be submitted to the designated email address of U Energy Thaketa Power Company Limited before the submission deadline:

The time shown in the Purchaser's email system upon receipt of the email shall prevail. Any Quotation Document submitted after the deadline will not be accepted.

(II)The Supplier shall send the following documents as email attachments to the designated email address:

A scanned copy of the duly signed and stamped Quotation Document in PDF format; and An editable electronic version in Word format.

The recommended email subject line shall be:

“2026 Environmental Inspection and Monitoring Project + Supplier Name + Quotation Documents”

(III)The Supplier shall ensure that the email and all attachments can be received and opened properly and shall be responsible for the completeness, authenticity and validity of the submitted Quotation Documents.

If the Supplier needs to correct or supplement the submitted Quotation Documents after submission, a complete revised Quotation Document shall be resent before the submission deadline, and the email subject line shall be marked “Final Quotation Documents.”

The latest complete set of Quotation Documents submitted before the deadline shall prevail.

VI. Other Matters

(I)The evaluation for this procurement shall be based on the electronic Quotation Documents sent by the Supplier to the designated email address within the specified period.

(II)If a Supplier fails to submit the required materials within the specified period, it shall be deemed to have waived its participation in this procurement activity.

(III)All costs incurred by the Supplier in connection with participation in this procurement activity shall be borne by the Supplier.

(IV)
