二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目整体预留。包1面向中小企业预留采购，执行《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）、财库〔2022〕19号，本项目不再执行小微企业10%价格扣除；非中小企业不得参与本项目投标；残疾人福利性单位、监狱企业按规定提供对应材料的，视同中小企业可参与本项目。

(b)Qualification requirements to be met to implement government procurement policies: This project is reserved on a comprehensive basis. Package 1 is reserved for procurement by small and medium-sized enterprises, in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CPCG [2020] No. 46) and CPCG [2022] No. 19. This project no longer implements a 10% price deduction for small and medium-sized enterprises; non-small and medium-sized enterprises are not allowed to participate in the bidding for this project; welfare units for the disabled and enterprises in prisons, if they provide the corresponding materials as required, will be regarded as small and medium-sized enterprises and can participate in this project.
