Brief Specification Description: This project covers full-process implementation planning, organization, coordination and management, as well as effective objective control, including investment control, schedule and planning management, quality management, on-site safety and civilized construction management, contracting and procurement management, contract management, information (archive) management, financial management, etc. The service provider shall be responsible for uniformly organizing, coordinating and managing the activities of all participating entities of the project, coordinating and resolving conflicts of interest and various specific matters related to all parties of the project, acting on behalf of the construction unit to complete all assigned formalities, and performing necessary on-site signature and confirmation procedures. For detailed requirements, please refer to Chapter 4 "Procurement Requirements" of the Bidding Document.

(b)落实政府采购政策需满足的资格要求：1）本项目若符合节约能源、保护环境、促进中小企业发展、支持监狱企业的政府采购政策，将落实相关政策。政府采购对于非专门面向中小企业采购，对小型和微型企业供应商产品的价格给予10%的扣除，用扣除后的价格参与评审。2）扶持残疾人福利性单位，并将其视同小微型企业；3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；4）购买国货政策：本项目不接受进口产品；5）按照《中小企业划分标准规定》（工信部联企业[2011]300 号），本项目中小企业所属的行业为其他未列明行业。
(b)Qualification requirements to be met to implement government procurement policies: If this project complies with government procurement policies concerning energy conservation, environmental protection, boosting the development of small and medium-sized enterprises (SMEs) and supporting prison enterprises, relevant policies shall be implemented. For government procurement projects not exclusively open to SMEs, a 10% price deduction shall be applied to products supplied by micro and small enterprises, and the deducted price shall be adopted for evaluation.Welfare enterprises employing disabled persons shall be supported and treated as micro and small enterprises.
Policy of priority procurement of energy-saving and environment-friendly products: Where technical indicators, service terms and other conditions are equivalent, products included in the catalogue lists of energy-saving and environment-friendly products issued in Ministry of Finance Documents Caiku〔2019〕No.18 and Caiku〔2019〕No.19 shall be purchased with priority.
