3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、本项目非专门面向中小企业采购；
5、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
6、本次采购不接受联合体响应，不允许合同转让，允许合同分包（允许成交单位将非主体、非关键性工作依法分包）。
